Line two baking sheets with parchment or waxed paper, set aside.
Set aside 48 chocolate chips.
Place the remaining chocolate chips in a microwave safe bowl. Microwave for 30 seconds, remove and stir until smooth. If they need to be microwaved longer, microwave in 15 second increments stirring in between.
Spread the flat side of each Kiss with a small amount of chocolate and attach to a cookie. You can also carefully dip the bottom of the kiss in the melted chocolate if you prefer.
Dip the bottom of a reserved chocolate chip in melted chocolate and place on the opposite side of the cookie as a stem.
Place on waxed or parchment lined baking sheets and let sit until set.
