Bring the water to a boil in a small saucepan.
Pour gelatin into a large bool. Add boiling water and stir for at least 3 minutes or until gelatin is completely dissolved.
Pour gelatin mixture into a 13x9 inch pan. Pop any bubbles with a toothpick or scoop out with a spoon.
Place in the refrigerator for at least 3 hours or until firm.
Dip the bottom of the pan in warm water for 15 seconds. Then cut Jell-O into shapes using cookie cutters, about 2 inches in size. Make sure to cut all the way through the gelatin to the bottom of the pan.
Gently lift Jigglers out of the pan and place on a serving tray. Snack on the scraps!
Store any leftovers in the refrigerator, tightly covered.
