Separate the marshmallows into three groups of 12-13 marshmallows in each group. Set one group aside.
Put a 1/4 cup of water in two separate mixing bowls. In one of the bowls add 3-4 drops of red food coloring. In the other bowl add 3-4 drops of blue food coloring.
Place a marshmallow in the bowl with blue food coloring, let it set 3-4 minutes. Use a fork to rotate the marshmallow and cover every side. Remove the marshmallow and set it on a cooling rack with paper towel under it. Repeat until all 12-13 marshmallows are dyed blue in one of the groups.
Take the second group and repeat process with red dyed water in the mixing bowl until all marshmallows are dyed red in that group.
Let marshmallows that have been dyed dry thoroughly, about a hour.
Once the marshmallows are dry, use one of the skewers to poke a hole in one end of the red marshmallows. Place 2-3 pieces of shoestring licorice in the bottom of the marshmallow with the hole.
Push the skewer through the hole with the licorice and push the red marshmallow halfway down the skewer. Next push a white marshmallow (non-dyed) onto the skewer until it meets the red one. Add a blue marshmallow on the skewer and top with a strawberry.
